“Law & Constitution” Book Launch: Governor’s Remarks

It is a privilege to join you this evening at the book launch of Law and Constitution by Mark Fulford, a work that not only reflects the depth of our constitutional heritage but also speaks to the living spirit of nationhood and justice within the Turks and Caicos Islands.

Our Constitution is more than a legal instrument; it is the framework that anchors our democracy, defines our institutions and protects the rights and responsibilities of all. It is the foundation upon which we build trust in government, confidence in the courts and faith in the rule of law. But as Mark’s book reminds us, a constitution is not self-executing, it must be embraced and animated by the people, its values must be understood, debated and lived.

A Nation in Print captures that truth with poetic clarity. It reminds us that the words written in our Constitution, and the interpretations that follow, are not distant abstractions; they are the living text of our shared story. They belong to all of us; to our children, as the next generation carrying the Constitution forward, to the everyday citizens whose trust in justice sustains our democracy. It is a living document, shaped by the people it serves and by the parliamentary, legal and civic minds who interpret and challenge its boundaries. It is through such scholarship that our jurisprudence evolves and our democracy matures.

In this regard, Mark’s work is more than a publication, it is an act of nation-building. It represents a rare and commendable endeavour in a legal landscape where, too often, the pursuit of business eclipses the principled discourse our Constitution deserves. Mark’s analysis invites us to reflect on the legal implications of our constitutional framework, to interrogate its application and to consider its future. It is a call to rise above transactional practice and engage in the deeper work of shaping legal thought and advancing constitutional literacy.

As Governor, I have witnessed how our Constitution has guided us through moments of challenge and transformation. It demands of us not only legal fidelity but moral
courage, to govern transparently, to adjudicate fairly and to protect the dignity and rights of all. Constitutional principles are not abstract ideals; they are the standards by which we measure justice, equity and national progress.

Law and Constitution reminds us that democracy flourishes when knowledge is shared. It is a powerful reminder of the importance of the Constitution’s practical
operation in shaping real lives and real communities across our Islands.

Mark, on behalf of all gathered here, I extend my heartfelt congratulations to you. Your work is a gift to the present and a legacy for the future. May it inspire a new generation of lawyers, scholars and citizens to engage with the Constitution not as a remote authority, but as a living guide to governance, justice and national unity.
